How to remove front bumper part?

I would like to remove the silver section of my front bumper to repaint it. It looks like it is just clipped in but I can get it to budge. Anyone know how to remove it with out damaging it?

heres a picture for reference. Its the silver section between the fog lights.

I couldn't get mine out either. The repair manual simply shows a couple bolts holding it in, and another member once told me in an identical topic I posted that after taking out the bolts, simply pop it out of the bumper. There isn't ANYTHING simple about it! It does NOT want to come out!

I have pulled & pulled to the point I really thought it was going to break something. I even had a screwdriver & chisel in there trying to pry the two pieces apart. Nothing.
