Hub ring question

This is just for illustrative purposes, but I think what you need to look for is something like this: Gorilla Automotive 108-106.1 Wheel Hub Centric Rings (108mm OD x 106.1mm ID) - Pack of 4 : Amazon.com : Automotive
If you click through the pictures in that link above it should be much clearer for you to visualize, but basically you would use them to hold the wheel in the exact center position before you tighten down the lug nuts (so it's perfectly centered, duh
).
Off centered wheels can of course be a source of highway vibration, so it definitely would not hurt to try to eliminate as many variables as possible. Wheel balance could still be an issue (even though you watched them), it all depends on how skilled the tech is who is working the machine.
