Is the P/S Pump Reservoir cap supposed to be loose?

'99 2.7 Auto. Mine wiggles a little bit? It seems that the leak that I THOUGHT I had from my P/S pump is actually coming from the P/S pump reservoir cap. Fluid is seeping through the cracks of the cap. I know for a fact it's not the P/S pump leaking b/c it was just replaced (O ring too).

Could anyone with a 3rd GEN go out and "wiggle" their power steering pump reservoir cap and tell me if it's loose...? :hungry:

Mine is not loose, but I have seen seepage from around the cap before.
