is this a defective rotor

I ordered new ebc brake rotors. I just noticed this groove in the top of one. The other doesn't have it. Are they supposed to be like this?

If you are referring to the two 'grooves' on the side of the rotor casting and not the ones on the machined surface where the pads contact, then they are 'normal'. They are cuts to the edge of the disk to balance the rotor. When the original rotors are cast, and the center is machined to fit the hub, the rotors are checked for balance, and material is removed to achieve proper balance if needed.

It is just the opposite of how wheels are balanced. With wheels, weights are added to achieve balance. With rotors, and brake drums, material is removed from the castings to balance them.
