I offered him 4k on the phone looks pretty clean.

When it comes to buying someone else's project, never pay more for it than what you can get for parts. It looks like the only valuable parts are the xfer case and axles. Those tires aren't that great but are still a somewhat high dollar part.

That's not a set rule, just my opinion.
