Looks like some dummy drove his suv into the water and they had to pull him out. Am I missing something?

Whatever it is, I'm sure it was being either winched or towed out by that larger vheicle that was on the shore. This didn't drive out on its own. The video quality is poor and far enough away that you simply aren't seeing the tow strap.

If you pause it at :03 sec you can clearly make out the rigging and boom on the back of the tow truck.

I almost shut it off at 1:00 since nothing was happening. btw, the guy with the camera needs his arms put in a cast and 3 valiums shoved down his throat so he can keep his arms steady.
