Is this back seat USB outlet stock or aftermarket?

I have a 2019 that I bought used. I noticed in the backseat, right at the floor, a dual USB outlet. It doesn't work, and now I am wondering if it was a stock feature, or added after the fact? Anyone else seen this? 2019 SRS Premium I think was the specific model

The part itself is factory. Part number 00016-00225. Just not in a factory location. I believe it is stock on Tundra's (and new 4Runners?). If I'm not mistaken, it is factory on new 4Runners where the cigarette lighter should be under the climate controls. I have one on order. I plan to replace my cigarette lighter (the one in the armrest storage) with one of these.
