Just because I trust a snarling pit bull more than I trust social media, here is the full statute from the state:

Worth noting that they give you an extra inch of leeway. Also, it does not reference a citation but a suspension of registration. So essentially you would have to find one bored ass cop to do something about it.
However, probably more relevant to the intention of the statute, violation of it in conjunction with an accident could mean automatic liability against you and potentially additional punitive damages to the injured party. Also, and depending on if an adjuster would notice this, but there may be some coverage exclusions if the modification was found to have contributed to the accident.

Considering the max spot lights are 2, and routinely see 4 I am assuming this is not high on the cops radar unless you are actually using them in traffic.

Most of these laws, at least here in CO, are ignored unless you really piss off the cop or find a parking enforcement office that hates life because they aren't a real cop ... LOL
