There aren't a lot of good options on Google - save for a $1K bumper and some historical photos of factory accessory hitches. - and an NLA U-Haul ad. - and the 4Crawler hardware store solution.
I did find this, though - can I tow with it? (looks semi-reliable)

That is a Trail Gear Bumper, Wab-Fab is a T-G dealer.
I spent several thousand $$ buying parts from Wab-Fab building my 81 Trekker. I would not recommend dealing with him. He got banned from multiple toyota forums for cappy customer service.
The 2nd bumper you found has actually been tested and rated as a class 2 hitch. 4 innovations makes good stuff. He was one of the few bumper fab guys t actually have his bumper tested.
The T-G bumper says not for towing

The 4x innovations bumper is legit, far from ugly imo. All their products are sturdy and built to last. As as stated they went through the trouble to actually rate test the bumper so they stand behind its rating

Its not like op is trying to pull his 37ft camper flat towing a wrangler unlimited full of sh1tty campground stickers and "life is good" spare tire cover over the continental divide or anything. I wouldnt think twice about towing my stock samurai on a landscape trailer with that bumper. Its an ATV i doubt it will hurt anything.
Maybe op needs a 5th wheel what do i know.

That's pretty much where I'm at - I wouldn't tow anything substantial with this short of a wheelbase, small brakes - even if we had the engine needed to do so!
So the TG bumper itself isn't necessarily a problem, just the dealer?

Yep .. just pointing it out..pretty obvious the difference between a 5th wheel and a utility trailer.
I have the T-G bumper on my 94, I wouldn't pull a Samurai with it
There is a difference in using 1.75" .120" thick steel on a bumper and 2" 0.25" you find on most class 3 hitches.
Something happens it becomes an issue between the users and insurance companies...
No issues with the bumper, tons of T-G dealers available that many have free shipping. I didn't pay shipping on either my T-G front or rear bumper. Got mine through 4 wheel parts.
