New Runner- Terrible Paint

So here is my story I decided to go through an auto broker to find the 4runner I was looking for after alot of options I went through he found me a 2004 V8 Sport 4WD. In the pictures it looked good and clean, but after receiving it i am very concerned about the paint. Ive taken some pictures but they really dont do it justice. The paint on the hood is good in some spots but in others it has no shine and feels coarse as if someone had taken sand paper to it. Along the rear panels its also dull and seems to never shine. Im not to familiar on what to do since ive washed, compounded and waxed it and nothing has changed. Is there anything that yall can think of that can be done to fix these problems?

any type of polish by hand will help. You can use store bought or online. Buff by hand then throw a wax of your choice on and keep up with it and it should shine right up.

Thanks for the advice but I have previosly tried to do that. In some areas It shined right up but in others it still feels rough. it almost as if the paint is bubbling up from below. i cant figure out what is causing it. Ive tried to clay bar it but it did not seem to help.

If it's bubbling, then it'll need a repaint. Try and get some good lights on it and see if there's a noticeable amount of raised paint. If it's not raised at all, then you should probably just look into claying it again, it sometimes takes more than one pass. A good way to check is to put your hand in a ziploc and run it over the paint and feel for roughness. If it was sandpapered like you said, you might have to wetsand it and use a more aggressive polishing compound.
