Noisy Motor/pump

When I turn the engine off on my '00 3rd gen 4r, there's a loud whirring/thunking noise, from the passenger side of the engine bay. I think the process is normal but I know for sure it is way too loud, for both in the cab and outside. Any Ideas?

Does anyone think it could be my antenna motor? It is broken and permanently in the up position.
