Oem Hitch removal

Ok,
I am removing the OEM trailer hitch from my old 4runner as the one on my driving one is non stock and I cannot put my spare under it. I got all the bolts off except for the 2 bolts towards the front. It looks like they have a steel bar that as you try to loosen the bolts, it wraps around the bolt and you cannot remove it. Any ideas, or is it just easier to grind the bolt off?
Also, any good suggestions for a anti corrosion paint for the bumper as I will be sandblasting it to remove the rust off then painting it.

I ended up grinding mine off last week. I had the same problem.

I just went out and took pictures of the strips that run inside the frame.. uploading them as we speak. I'll post them when finished.

**Turns out I should have just taken my real camera out, snapped some pics, and uploaded them from the computer. I figured taking the pictures with my cell, and uploading them to flickr would have been quicker (using my wifi).. but it seems to be hung on the first picture.**

I torched mine off because i could not get them off. The bolt either stripped or broke my tools
