Off road/emergency tool kit?

Maybe you guys can help me out? I'm having a hard time finding a place for all the tools in my runner. I generally carry things like a small shovel, axe, tow straps, jumper cables...etc. I'd like to find a box or bag or something that will keep everything together, so that it's easy to throw in the truck when I'm heading out. I've seen guys strap things to their roof basket and bumper, but the truck is also my wife's daily driver, so that doesn't work so well for me. Any thoughts or suggestions.

You could always build something--I built a 2-drawer box for the back of my 2nd Gen. It wasn't terribly difficult--I only had trouble lining up the drawer slides (I'm no carpenter), but once I hooked up the slides FIRST, then screwed the walls in place, it was all good. There are sites that offer premade boxes, but they're usually pretty pricey.

I like that idea...but I would need to keep room in the back for the dog. Maybe if I keep the drawers shallow that might work.
 
I have a hard plastic tote with the flip top. I keep most my SAR and rescue gear. Also nice because you can take it in or out fast and it is all there. Kinda similar to this pic.

Thanks for all the suggestions guys! I just purchased a bajarack, so I'm thinking I'll go with a waterproof tool/gear bag and strap it on top.
