Here's the problem. The EGR excessive flow code rears its head, but only if the engine is cold and I get on the go pedal. If I let it warm up, and punch it, no code. I tested the EGR valve and that seems to be working when I apply vacuum. The only component I haven't checked is the VSV because I can't even get my fat hands under the intake manifold, I can see the little green monster, but I can't touch it. I know all my vacuum hoses are in good shape and connected right. I'm leaning towards none of the EGR components are at fault and it has something to do with engine temperature. The VSV is controlled from the ECM which uses temp. among other things. So where do I go first? I may be able to send my pet ferret in there to change the VSV. Where is the temp. sensor on this motor? I see one on the outlet hose connection, but I think that may be just for the gauge, not for the ECM. It's funny that all the information I found never mentions anything about a faulty temp. sender having anything to do with a P0402, but it makes sense that it could, especially when it happens only when the engine is cold. What's your opinion on this matter? This is 1999 base 4R with a 3RE. Thanks for you ear.

Have you since figured out a solution to this problem? I'm having similar troubles
I recently got my fuel injector, replaced that went bad, and had the same error code. Turns out the mechanic incorrectly routed the vacuum tubes during reassembly and was the culprit. Not sure if this helps at all, but took a whole bunch of troubleshooting for me to figure that out.
