Power Steering Fluid Circulation?

This might be a really dumbass question but I just don't know.
Does the power steering fluid circulate as you drive or only when you crank the wheels?
Anybody know?

Yes it circulates but not in the rack. The fluid goes from the res to the pump to the rack back to the res. It doesnt flow thru the rack until you turn the wheel.

Does it flow thru the rack just going around corners and such or do you have to turn the wheel to lock?
