When you shut your A/C off, does the off light illuminate? I took mine apart and it appears a LED was never placed in that position. I'm trying to figure out if this is normal or not?

Yes, the little triangle does light up when I turn the a/c off.
Since you removed it to check it out, I am sure you've already seen this http://www.toyota120.com/html/center_console_lights.html for part numbers, etc..

This is confusing to me because the light illuminates when the AC is on

Black I'm talking about the light that indicates the A/C is off.

Mine is like yours, illuminated when on, AC or Auto, no lights when off. Also, I have no illumination on up or down temperature.

Not been bothering me, so I won't deal with it until something else goes out or if I update the stereo deck.

Do mean the OFF fan position? If so you are correct. The factory never soldered an LED in it's place. I had a "red" one soldered in.
