I've never been there, but a quick google search got me to this site:
RTW - Powered by vBulletin and it seems from the latest meeting updates there that the 4x4 access is not re-opened. I'd contact user zuk88 on those forums to verify.

It has not. It was reopened for a bit for climbing-only access, but that was recently revoked. Discussions are still ongoing with Manke Timber and the DNR to reopen it, but if it does it will again be for climbing only.
IF it does reopen again, PLEASE respect the rules and only use the road for access to the climbing and NOT for any offroading (this is to everyone reading this, not to GSP specifically).
