Repeated Surging at Stops

So, twice now in the last week, when driving up the street from my house and stopping at the first stop sign that I encounter, my 4runner has started surging repeatedly and fighting the brakes. You can feel the driveline engaging and the engine almost stalls out with each surge. From the driver's seat, you can feel the whole vehicle lurch and bob. It is a 99 4runner Limited and had the transmission rebuilt less than a year ago (pink milkshake got it) if that helps.

Any ideas?

Do you have the AC running? Mine will sometimes jump a bit when the AC compressor kicks on at stop lights. If I barely have my foot on the brake, it feels like I jump forward a little bit, although I don't

mine feels like the diff or trans is fighting the brakes at times. Like a little kick in the rear when I come to a stop. Wasn't sure if that's just the way it is, or if it's brakes, diff, etc.

The A/C was running this morning, but I don't think it was last time. I have felt the surge when the A/C kicks on before, but it is a single surge. This is similar, but a bit harder and it does it repeatedly six or seven times (or until I take off from the stop). It goes away once I apply some throttle on takeoff.

One thought I had was that it might be a bad throttle position sensor or something. Not sure if that makes sense.

Mine does this with the AC on. I'll be sitting there and the RPMs drop really low and you can feel the truck lurching.

My thought was maybe the idle air control is malfunctioning.

Well, I didn't have much time to poke around, but I did find that my trans fluid was a bit low so I topped it up and we will see how it does in the morning.

Update: The trans fluid top up smoothed my shifting out a little, but has not stopped the surging/lurching situation. I have been observing it in more depth and have nailed down some more details.

-The vehicle lurches and the engine sounds like it keeps trying to stall or surge.

-It only happens at my first stopping point after starting the vehicle which is usually the stop sign at the end of my street, less than 300 yards from my house. After that, it is fine.

-It does it with the A/C on and off.

-It still acts up if I pop the vehicle into neutral.
