Might be too far for you, but there's a guy in Chico, CA who does full-length racks for 3rd-gen 4Runners under the name Infidel Garage. Base price is fair but more expensive. I've been eyeballing his page.

My friend is currently having a rack built by him for his 2nd gen. I’m not sure if he has received it yet.
