If your looking for something besides a hard case try the dry bags used for white water rafting kayaking. Come in sizes to 40 liter for reasonable prices, form to whatever is in them, waterproof. I use small ratchet straps to attach to my rack.
Have put things in Tupperware boxes then in bag also, lot of flexibility.

I tried a hard shell box for one trip and immediately sold it. With minimal tie down points inside, if it’s not stuffed, things just slid around the entire time.
