RPMs drop/rebound while driving

I'll try my best to articulate the issue.
While coasting, and usually down hill, going around 45 mph the rpms will quickly dip down by 1000rpm and then come back. It never does this when I'm on the accelerator petal, only while coasting. 40-50mph seems to be the sweet spot for this to happen as well.
The best way to describe it is it is like when you press on the brake petal and the rpms drop then come back up. It's like it's doing this but without hitting the brake.
I've googled and searched the forum and it seems it could be a whole list of things such as sensors, fuel, air, vacuum. Is there somewhere I should start first? No codes have been thrown.

My first thought was torque converter but after searching maybe it's a spark, fuel or air issue.
