Rust on rear shock

When rotating my tires today I noticed a decent amount of rust on my rear shocks. Is this normal? Worth replacing? Any safety concerns?

If it were me replace immediately. Especially since it's rusted through

Replacing a component on your XREAS system will be difficult and costly. That's just the "outer shroud" of your shock, you should be fine just keep an eye on it but it's not an important part of your suspension.
 
I'm in the same situation with my 06 GX. 07 T4R faired a lot better for some reason. I'm just keeping an eye on it since replacement is a very expensive proposition.

When it does need replacement I will most likely install Bilstein 5100 on the GX.
 
One of mine was much worse. The shroud was completely gone and still drove fine. Eventually I just replaced all springs and struts at the same time.
 
It is the upper shield covering the piston/rod of the shock. The fronts don't have them. I wouldn't worry unless they are leaking.
 
Guess I should have taken pictures when I installed my 3" OME lift kit. My rears didn't have a rear shroud left. I could see the bare metal rods. I never had any issues with leaks, it just felt old and abused at 153K miles but still worked just fine.
