Where can I find a new sport hood? Or maybe the insert on the scoop for the hood? Ive looked everywhere

Dealers sell the scoop insert, only way to get that portion I believe. They also pop up for sale by themselves on the forum periodically.

For the hood, there is a bunch of aftermarket options or use car-part.com to find them locally at junkyards. Keep in mind, metal/longevity on the cheap aftermarket hoods leaves something to be desired against a factory hood. The metal is thinner, the sealant and quality is just not the same. So if you get an aftermarket hood, make sure the shop does good prep work, top and bottom.

Look on ebay, there is several inserts for the hood as we speak.
 
You can sometimes find the scoop insert only in salvage yards on otherwise damaged OEM sport hoods - even in the correct factory color if you have one of these colors:

1999: Black, Imperial Jade Mica
2000: Black, Imperial Jade Mica, Millennium Silver
2001: Black, Imperial Jade Mica, Millennium Silver
2002: Black, Thundercloud, Sunfire Red, Stellar Blue

In addition to car-part.com (already mentioned) you can also try hollanderparts.com. Do a radius search from your zip code and then make sure the list is sorted for distance.

The photo below from a silver 2000 is a perfect example. This hood in a Hildago, Texas salvage yard is damaged, but the scoop insert looks to be in good condition and can probably be had for cheap since the hood sheet metal is damaged.

Keep in mind that the heat shield underneath might also be in good condition. Toyota sells these heat shields for almost $300.
