I searched and found some threads having to do with rust under the rubber tailgate edge seal but didn't see anything similar to this. Any experience with this and how you handled it, or suggestions, would be greatly appreciated.
These are pretty small; the largest bubble is probably about half the diameter of a pencil.
Unrelated but possibly helpful Imgur tip - when you copy the image's address, you get the gigantic original size. To resize it, once you paste the url, just add the appropriate letter right before the .jpg.
For example:

https://i.imgur.com/RPvMshNls.jpg = small
https://i.imgur.com/RPvMshNlm.jpg = medium
https://i.imgur.com/RPvMshNll.jpg = large
