Tailgate wont latch

Any quick ideas? The motor works and sucks the tailgate in, but when it fully closes it pops open again.

Does it pop open while you're driving? Not like all the way, but where the inside lights would come on? I had this problem awhile ago mine was pulling it in too but when it pulled in it would also push out slightly and cause it to open over bumps. I had to leave my rig at my friends shop for a day and he ordered a new latch key for the back ripped the panel off installed it and now I have no issues. I will say he said it was from off roading it's a bit rocky around me and on stock suspension it caused the thing to malfunction from bumping up and down so much
 
You can try oiling it and seeing if you can get motion out of it. When this happened to mine, I had to replace the lock motor.

Another possibility is that there is a rug or mat or something in the way keeping the gate from closing all the way
 
Nothing in the way and won't latch at all. Motor pulls it in and when motor stops it releases the latch. I can move latch with my finger when door is open and the motor engages and closes latch. When motor stops I can freely move latch open with finger. Seems like a locking pin or something that keeps it tight once closed is broken. Looks like motor assembly needs replacing.
 
You are experiencing a known 4th gen problem. I don't have time to find a post for you but there's a ton of posts about the electronic tailgate problems at toyota120.com. A lot of owners have had to replace the tailgate motor. The latch systems in my '00 and '89 work great. I wonder why they had to motorize them?
