Texas State Inspection - ODII wont communicate

Took my daughters 98 4Runner limited for its annual TX State Inspection to Kwik Kar. Tech hooked up OBDII cable under dash and said the cars OBDII wont communicate. Checked fuse - OK.

Truck has 105K miles on it and is in pristine condition. All prev maint has been done. OBDII worked fine a year ago when inspected and hasnt been touched since then.

Any ideas?

Just the pins or the socket itself Where the OBDII connects.

Hate to ask... Was the key in the ON position?

might not be applicable but on other vehicles i have owned the OBD serial port wont work if the cigarette lighter fuse is burnt out.

Sorry guys - been out of town. Cig lighter fuse was OK cause my daughter had her phone charger plugged in and it was working.

Key ON - dont know. the tech was in the car.

Now she is away at school for a while - so I'll have to check on it when she gets home.

Got my daughter s4runner back from her for a few days. Took to another place and informed them of the problem. They connected a handheld scanner up - no problem. read everything fine - no codes.

They said should be no problem to read on computer - took it in the bay - WONT COMMUNICATE !! What tha _ _ _ _ !!

Took to another place that does ONLY state inspections - wont communicate.

Wondering why a handheld will communicate - but computer based one will not.

Any other ideas?

On some computer based programs, the com ports that the computer uses to communicate with the the OBD computer have to be reconfigured. Pretty easy to do, just go into the settings of the scan program and try other com ports and baud settings. Usually only take a couple tries.
