Throttle body only opens to 45 degrees??

Got my truck opened up to clean the MAF and TB

There is about a quarter turn of slack when I turn the TB where the disc doesn't move. Fully opened its only about 45 degrees??

Any help

Lemme guess...2001 or 2002? If so, you have throttle-by-wire and that's all the cable is supposed to do. Full throttle only comes from the electronic motor action, not the cable. The cable is just a 'limp-home' back-up.
