This in combination with Tin Whiskers does make sense as a logical explanation for SUA, many of the comments were also very informative and spot on in my opinion. One thing I would like to add that some people mentioned in the comments is that Toyota is more than likely NOT the only manufacturer to do this. There are huge numbers of "reflashes" to address software issues like this from many manufacturers, many of these reflashes are not even ascribed to TSBs or made known on the technician level if at all unless needed and even then its usually just "we have an update."
This, while a obvious error in quality control is most likely not a Toyota specific thing, today's CAN vehicles, the regulations, and constant one-upping of technology and cost-cutting to remain competitive is only going to continue these types of errors.
I've noticed a troubling pattern of software quality in the past ten years, mainly in video games where it stands out most; but its not solely endemic to that section of the software industry, its just more noticed. Many of today's games and software are extremely buggy/glitchy on launch and only days, weeks, sometimes months after the company has rushed their product out the door into consumer's hands do they rectify the situation, if ever... why should we expect that such cost-cutting, quality-sacrificing, sales goal meeting patterns stop at automotives or aeronautics? Today's world is a highly software based environment, mostly ruled by corporate interests and those interests don't always align with "get it right the first time."
Again this isn't so much a justification of Toyota, but rather trying to point out that so many people tend to point the finger at Toyota when in reality its an industry wide phenomenon since there have been recorded cases of other makes and models with similar issues with their "Drive by Wire" systems; not to mention this is an exponentially expanding issue into today's software based industry.
