What is this thing?

I recently noticed that I was missing this weird circular thing in the front. All I could come up with is that its located where an add-on fog light can be placed. The problem is, I can't find where to get another one of the little round plastic things that go in the hole.

It is just a plastic cover to cover the cut out for the fog lights. If the other is missing too, I wouldn't mess with it. If it is still there and its really bugging you that much, add fog lights or try a junkyard/non forum members 4runner in a Wal Mart parking lot. haha. i do not condone the last one. but one of my buddies did that with center caps for his jeep. just be quick!
