I would file a police report about the hit and run, not the lack of insurance. Seems there's enough evidence to indicate her just based on the paint transfer. The fact that she doesn't have insurance would eventually get hashed out in that process.

I did that...the issue is it didn't happen in the street, but on private property (Apartment complex). So they are saying there is nothing they can do. This is the city police telling me this. I may try and call the county sheriff's department and see if they tell me anything different.
