What version of Techstream can program keys, unlock functions on 4th gens?

I recently tried Techstream v15.00.026 with one of the J2534 adapters on my 2003 and there were no customization utility buttons that I could find to program new keys or to change the unlock functions from the remote.

Has anyone used a version of Techstream on our 4th Gens to make those type of changes? What version of TS was it that worked for those types of features?

I use that version and have access to everything including "reset immobilizer" to program new keys when all keys are lost. The problem is most likely the mvci. I use an x-horse mvci.
