Your absolutely right but only the 1999 Highlanders, in 2000 they were already soccer mom low again.
Lot's of 1999's have the tall springs, not just Highlanders. I have them on my SR5.

I ended up scoring used coils for front and rear (880's and 906's) and bit the bullet for new shocks. The first thing I did though was install the rear coils to see if I liked the ride back there, which I obviously did.
So with '99 talls and 906's, you will get a bit of rake and it rides almost no different than '99's all around. I think the rake could be cured with small top plate spacers (3/4"?) and I can't imagine that they'd really do anything negative to the ride...
