They will function the same as our previous generations ones but with 30-40% more light output and better beam pattern, thanks to the update LED diodes and design.

The recommended position of the LED diodes is 3 and 9 o'clock once the bulbs are locked in the housing. If for whatever reason they do not end up in this position then you can adjust them as needed.

I am trying to decide between your new LED's or the HID kit for my 17 4 runner low beams. I have read lots of posts saying the LED's didn't have much improvement in lighting with the projector housing. Does the new bulb design significantly improve this? How do they compare to using HID?

If you are looking for the brightest light output then HID is still the way to go. Having said that, the new Xtreme LED Pro kits will be about 30-40% brighter than a standard H11 halogen bulb. So it really depends on how much more light output you wanted.

I definetly want better lighting on low beam operation, the stock lights are poor at best and I am used to my 17 MDX LED lights which are great. I am also planning to upgrade the foglights at the same time with the xtreme pro LED kit. With this in mind will the HID's be too much?

Based on your lighting needs, I think HID is best for your low beams.
