How to remove upper plastic filler plate on fat lip bumper?

Do you have to remove the whole bumper to take off the black plastic trim that sits above the chrome bumper? Mine needs some love, don’t think it can be restored so plan to paint flat black till I get a replacement

I took mine off attached to the bumper but if I remember correctly there are nuts that you can un-do to remove it. Not sure if you can do it on the truck.
