I just used Rustoleum flat black because I off road a lot and know my truck isn't going to win any beauty pageants anyways. I used no primer, just cleaned the rims with acetone and soapy water and sprayed 2 coats.
I realize you want yours to look nice and pro so don't take this as advice, I just thought I would add that after 6 months, my crappy paint job is actually holding up quite good. If it starts to chip or whatever, I'll just hit them with the rattle can again. I am thinking of buying some wheels from:

just because they're cheap and I have another set of spring/summer/fall tires to mount soon.
