It will take some work, but if someone is dedicated and wants to spend the money to litigate, the owners will have a hard time escaping free of debt.

Yeah, I forgot to go to law school so I don't know shit from shoe polish, but taking orders with full payments the weekend before you close your doors and announce no product and no refunds seems wide open for civil litigation at a bare minimum, if not some form of criminal prosecution.

I sued a motorcycle LLC over $25k and didn't get a dime back, my lawyer was even able to prove that they had just put duplicates of random parts to rack up the price and all the LLC had to do was submit a new work order with just the parts I had and add more labor to make up the difference. The company has to have records and show clear intent that they never were going to fulfill the orders for any judge to find them guilty of fraud.

I Ordered a rear dual swing arm bumper for my 4th gen. I opened a 30 day claim with paypal. I called them explained the situation and they changed it to a 10 day dispute. On day 10 I woke up to a email from PayPal saying o have been awarded a full refund from PayPal. Everything I’m ordering from now on will be through paypal.

I understand a partial payment to cover some materials, it's the same as paying a contractor to come work on your house. Most require some payment up front. Bad ones require all payment up front.
If a company has good products they should be able to forecast what average demand is and constantly be building that many pre week with a couple in inventory. Problem is people who run companies building car parts are generally good at the building part and not the business part.
