toyota hilux surf 1992 japanese inport fog light blows fuse

Hi can any one help as i said have 1992 hilux surf that keeps
blowing fuses rewired earth and full cable to fog ligbt but still
same problem can anyone help and is new fog light fitted
im new to this site so anyhelp would be great.

the first thing i would do is actually check that the fog light in side wiring isint shorting it self even. with the fog light disconnected the fuse doesnt blow right im assuming that one works and one doesnt
