Stealerships rule!!! I just recently went down this road. I lost the only key i had to my 2000 4runner. ALL 3 dealerships (Stealerships here in Cincinnati) said my 2000 4runner has a computer that is non re-programmable and said i would have to wait for a computer from japan (which costs $900)...

programmed new fobs i lost the only set of keys i had to my 2000 4runner while taking a ride on my 2011 yamaha vmax so i had to get keys made and new fobs ordered.(ebay 37 bucks for two of them.) they came in the mail today and i taught them to arm/disarm my car alarm system.... overall a good day
