No, actually it's not. That part number is for a non-trail edition, the trail editions have their own special type of crossbar. I am attaching a photo of the actual part that I need. It's just the screw in loop part.

I know some states, like Virginia, can't force anything that's not stock from the factory. That means even if they require front plates, they can't force you to mod your ride if it didn't come with the mount. That true anywhere else?
