If your battery and starter are good, check your neutral safety switch. My 98 4runner is starting every time now that I replaced that switch.

My 4Runner has a 24F battery that is a little larger than the tray it's on. If I made my own tray, would it be safe to use polyurethane?

That bracket is the upper one. I ordered it shipped for $9.
