This is cross posted on toyota120 I have tried to make it tighter, as you are correct, it is way loose inside. However using torque wrench, it is set to proper amount, and it will not go any tighter. One thing that is different, as I was checking it, whole ball joint is turning in direction...

There is no girding noise, turning is smooth. Car was not jacked up, just pulling on inner side of tire and BALL JOINT was going up/down.
