Thanks all for the input. I spoke to the local Toyota dealer and they said that those rims were obsolete. Toyota Parts Direct has them on their site but when I inquired, they said that they were no longer available. So, unless I can find some used ones in good shape I am out of luck...

Ok, I found the problem, there is a button on the driver's door to disable the passenger windows from going up and down. Problem solved!
