[Final update] The problem came back after about 20 miles and realized that I didn't reset the ECU. I reset the ECU by disconnecting the battery and I no longer have the problem. After driving 200 miles or so, I was able to successfully complete the emission test.

Ok for those who are in the market for a new stalk. I ended up buying 84652-14641 for my 2008 as it was readily available and actually cheaper. They are actually identical except for the print. The only difference is High->on, Low -> Int for the rear window. The internals are identical. Thanks!

Thanks and that's what I am suspecting as well. What's crazy is I see two different part numbers for the stalk 84652-14641 and 84652-14642. They look identical but state the former covers all the way up to 2005 whereas the latter covers 2005 - 2009.
