I believe that's exactly it, my 4Runner originally had a delivery date of Oct 16th - 21st, but that date was removed after it went into "Quality Confirmation Hold" aka port modification.

For the Sept. 4th Port Arrival owners, I just received an update for a "plant/port process" estimated date of 10/10/2019. This is from my mechanic friend at the toyota dealer i ordered mine at.

Mine is at the port since the 4th as well. From what I'm being told, there was flooding in some part of the mid-west, preventing deliveries and causing delays. My friend at Toyota checks the "dealer daily" portal website for me every morning and still haven't received a dealer delivery date yet.
