I have a 2002 Limited 4Runner. A problem has developed where my headlights and running lights and right blinker were malfunctioning and the check engine light is on. The LEFT headlight and running light are working properly now, but the right headlight, running lights, and blinker are still having issues. The right headlight and running light will not turn on, but the right high beam will turn on. The right blinker doesn't work if I turn it on normally, I have to flick it up and then pull it down a little to find the sweet spot where it will turn on. When i just flick it up normally it makes a very fast paced clicking sound or no sound, either way the light doesn't turn on. The hazards work totally fine though. The main problem I am having is with how the right headlight and running light not working at all whatsoever. Does anyone know what could be wrong, and would the headlight problem set off the check engine light or is that a totally different problem?

+1. Could easily be that - had funky issues when I wear out my blinker bulbs, they will "hyperblink"...

No, it would illuminate the "check light" light. But seriously... an electrical issue may cause problems with your engine electrical and other, lighting, electrical systems.
But; a bad headlight, or blinker, would not in itself cause a check engine light.
Go to an auto parts house and just have them scan it.
