Check you local Junk yards, ebay, and Craigslist.

Beyond that. You can use any year bumper for your 4runner 96-02 with slight modification for the slim lip, or any 99-02 fat lip.
If your bumper is painted to match the rest of the vehicle you will be hard pressed to find one in your colour. I wouldn't hold out for one. Chrome is hard to paint and have it hold.
Beyond that, most people here either still are useing their bumpers and will be for a long time, or have long since gotten rid of them, the exceptions being ones posted in classifieds or rig part outs.
