04 door lock cable stuck

I have an 04-4R. The passenger door won't lock. The other doors work fine, either with or without the key fob. When I pulled the panel off the passenger door and looked at it I realized that the cable that moves the latch open and closed was frozen. Does this mean that the actuator needs to be replaced?

See if you can pull the cable using something to give you more torque. Prop a pipe or something against the door, and try to use it like a lever, I mean, if the actuator needs to be replaced, why not try it?
