06 Wheel Well covers

Folks,

While washing my new ride I notice that the wheel well covers are weird. This is the black plastic cover which is attached to the top inside of the wheel well

The fronts wells have complete covers
The rear driver has partial cover
The rear passenger has NO cover

Can any of the other 06 owners confirm if this is a anomaly or a norm ?

It's like this on my '03 as well as our Corolla, so it's normal. I think the one in the driver's side rear has something to do with the charcoal canister for the gas tank, maybe a cover for the vent, but I'm not sure.
