09 Fog Light Access ?

I would like to update fogs to yellow. How the heck do I access them?

09 SE, looks like a pannel is blocking my reach from the bottom.

Any suggestions.

It's not a panel, it's just a rubber flap, you can bend it out of the way and get your hand in there no problem
