I have had this issue since purchasing my car, but have neglected to address it until now. My 115v "outlet" in the center console won't power anything. Plugging in a simple phone charger blows the fuse. I have already pulled the back "plastics" to access the 115v inverter, but am unsure of how to test if it is working. I would much prefer that than having to chase down a short!
Also, if my inverter IS dead, would it be smart to also upgrade the inverter? If so any suggestions on size/brand/type/etc?

Hey. Obviously, the best way to test the inverter is with a multimeter. But before you start, has the vehicle been modded at all by the previous owner? Considering the symptoms, it actually sounds like a bad inverter. But here are some steps to help diagnose.
Start by turning on the inverter with the switch (ign on), and simply check voltage at the receptacle. It'll probably read between 110 & 116VAC. Regardless if it's good or bad, I would then remove the panel that mounts in front of the console storage box (between the front seats) so you can get to the receptacle plug wiring & inspect it, and shake it around to see if anything happens.
Pull the rear driver's side trim panel so you can get to the inverter. Again check the voltage coming OUT of the inverter. There is only one plug for the inverter (pins 3 & 7. Red with white trace, and light green). You should have approx. 115VAC.
If the voltage was bad at either point you checked, check to ensure you are getting good power TO the inverter. You should have approx. 14.4VDC on pin 1 (or the violet with red trace wire) with the engine running. Then check pin 4 (white with black trace) to ground. You should have around .4 ohms or less.
Remember, just because it's in the car doesn't mean it can't give you a nasty bite! That's the same voltage that operates your household items. And if it is malfunctioning, you really don't know what the current is coming out of it. These aren't rated very high, but it doesn't take much if it hits you in the right spot.
Current would be the next thing to check. But you will have to pop a pin (contact) out somewhere between the inverter and receptacle so that you can place the meter in the circuit, and again for the input power. If you are talented enough and confident enough, then proceed. I can give you tips for that, or I'm sure there are plenty others who would as well.
